BAMP Advocacy with NAHB Helps Deliver Historic Housing Victory

The Builders Association of Metropolitan Pittsburgh (BAMP) is celebrating the passage of the 21st Century ROAD to Housing Act, landmark federal legislation designed to expand housing supply, improve affordability, and reduce barriers to residential construction.

The bill, which recently passed Congress with overwhelming bipartisan support and is expected to be signed into law shortly, represents the most significant federal housing legislation enacted in more than three decades.

BAMP members played a direct role in the advocacy effort. Earlier this month, a delegation of BAMP leaders traveled to Washington, D.C., as part of the 2026 NAHB Legislative Conference and Summer Leadership Meetings, joining more than 1,100 housing industry professionals from across the country to meet with lawmakers and advocate for policies that support housing production and affordability.

During meetings with Pennsylvania’s congressional delegation, BAMP members emphasized the importance of increasing housing supply, reducing unnecessary regulatory barriers, strengthening workforce development initiatives, and preserving financing tools that support residential construction.

Among the key issues discussed was the 21st Century ROAD to Housing Act and several provisions critical to the housing industry, including opposition to a proposed requirement that would have forced institutional investors to sell build-for-rent single-family homes after a fixed period of ownership. Industry research showed the proposal could have significantly reduced investment in housing production and limited future housing availability. The final legislation removed that provision while preserving several housing-focused reforms strongly supported by NAHB and local builders.

Key provisions of the legislation include:

• Incentives for local governments to modernize zoning and land-use policies and encourage housing growth
• Expanded financing opportunities for multifamily housing development
• Streamlined environmental review processes for certain housing projects
• Programs to support repairs and improvements to aging housing stock
• Measures designed to strengthen community banks and expand access to housing credit
